PM announces appointments to the Security Intelligence Review Committee

Prime Minister Stephen Harper today announced the appointment of the Honourable Pierre Blais P.C., former Chief Justice of the Federal Court of Appeal, as Chairperson of the Security Intelligence Review Committee (SIRC), and Marie-Lucie Morin P.C., former National Security Advisor and Associate Secretary to the Cabinet within the Privy Council Office, as a member of the committee. Ms. Morin replaces the Honourable Deborah Grey P.C., O.C., who is stepping down as Member.
Mr. Blais holds a Bachelor of Arts and a Licentiate in Laws from LavalUniversity. During his time as a parliamentarian, he held a number of cabinet positions, including Solicitor General of Canada, and Minister of Justice and Attorney General of Canada. Mr. Blais was appointed Judge of the Federal Court of Canada in 1998. Mr. Blais was appointed Judge of the Federal Court of Appeal in 2008 and served as Chief Justice of the Federal Court of Appeal in 2009 to 2014.
During her distinguished career as a federal public servant, Ms. Morin held a number of senior positions, including Executive Director for Canada, Ireland and the Caribbean at the World Bank, National Security Advisor and Associate Secretary to the Cabinet. She acquired extensive international experience during postings to San Francisco (United States), Jakarta (Indonesia), London (United Kingdom) and Moscow (Russia), as well as in her role as Canada's Ambassador to the Kingdom of Norway with concurrent accreditation to the Republic of Iceland. She retired from the Public Service in December 2013. Most recently, Ms. Morin has served as an advisor on the Minister of Transport’s panel conducting a statutory review of Canada's transportation legislation.
The Prime Minister took the opportunity to thank Ms. Grey for her valuable service as a member of the SIRC and wished her the best success in her future endeavours.
The SIRC was established in 1984. Its mandate is to oversee and review the operations of the Canadian Security Intelligence Service and to investigate complaints against that agency.
